Bexar County schools report $48 million unassigned fund balance; board-funded staff bonuses distributed

Miss Houston, chief financial officer for Bexar County School System, told the Board on Sept. 2 that eligible staff “woke up with more money in their accounts or a check ready to be picked up” after bonuses the board approved during the 2026 budget process. She presented the district’s August financial summary, including a $48,000,000 unassigned general fund balance as of Aug. 31, 2025, which she said represents 21% of the district’s 2026 budget.
The financial presentation covered revenues and expenditures year to date and by fund. Miss Houston said total fund balance was $77,000,000, year-to-date revenues were $22,800,000, and year-to-date expenditures were $35,600,000. She reported monthly August revenues and expenditures and provided summaries for special revenue, capital projects and debt service funds, saying special revenue funds are “mostly reimbursement funds” and that the capital projects fund reflected recent receipts and expenditures.
Miss Houston told the board the special revenue fund numbers were “as of 07/31/2025” and that reimbursements from federal sources typically follow local spending. She also said no debt service expenditures had been paid yet this year from the debt service fund. Board members were invited to ask questions during the presentation; none were recorded in the transcript.
The board did not take a separate vote on the financial report during the presentation. The CFO’s remarks followed earlier board action to include staff bonuses in the 2026 budget; Miss Houston described distribution of those bonuses as already completed. The board moved on to other agenda items after the financial update.
