Richfield board begins overhaul of harassment and bullying policies; Title IX and process updates planned

The Richfield School Board held first readings of revised harassment and bullying prohibition policies and associated administrative guidelines at its Sept. 2 meeting, and staff said the drafts will undergo further review for alignment with practice, Title IX updates and committee input.
Assistant to the superintendent Cassandra Quam and Superintendent Steve Unoske told the board the harassment prohibition policy (Policy 103) and the bullying prohibition policy (Policy 113) were being pulled for a fuller overhaul rather than the routine annual review. Unoske noted that board member Banks Kupcho had already provided input and that the policies will be sent forward to the district’s Safe and Supportive Schools committee for additional feedback before a subsequent board read.
Quam said the updates will align policy language, forms and administrative guidelines with current practice and federal Title IX requirements that affect gender-based harassment processes. No final vote or redlined public draft was taken at the Sept. 2 meeting; board members were asked to review and provide further feedback so staff can return with updated documents for second and final reads.
