Staff to propose expanding panhandling high-traffic zones to Haywood, Baton and Merriman avenues

City staff told council on Thursday they will propose an amendment to the city code to expand the defined high-traffic zones for public solicitation and panhandling to include areas on or around Haywood Road, Baton Avenue and Merriman Avenue.
City Clerk Jay Dundas (presenting business items) read the ordinance amendment description and Deputy Chief Sean Hartman was available to answer questions, staff said. The change would amend section 11-5 of the Asheville Code of Ordinances concerning public solicitation and regulation of panhandling.
Council had no questions during the briefing. Staff indicated the proposed ordinance amendments will appear on the upcoming council agenda for further consideration; no formal action was taken at the briefing.
