Council briefed on conditional-zoning request to allow permanent nightly shelter on Haywood Road

City staff told the council Thursday they will present a conditional-zoning application that would allow a former religious-institution property on Haywood Road in West Asheville to operate as a permanent nightly shelter with up to 35 beds and related community services.
“This is a conditional zoning to allow a permanent use of that property as a nightly shelter with a maximum of 35 shelter beds,” said Will Palmquist, planning staff, outlining the request. The zoning would also permit accessory uses described in the application, including a community center, barbershop, consignment shop, preschool, workforce-development training and space for community gatherings.
Staff noted the site most recently has been used for temporary sheltering during code purple events and that the request would codify that use as permanent without requiring physical site improvements. Planning and Zoning Commission gave the application a favorable recommendation, city staff said.
Council members asked no substantive questions at the briefing. Staff said the item will be considered during the Aug. 26 business meeting public hearing and there was no final decision made at the briefing.
