A resident told the Calamasa City Council during public comment that citizens oppose the use of public funds to buy the Bank of America building and urged the council to let a private buyer purchase the property instead. “He was a perfect example. Put a business in there. I’ve never once seen a for sale sign on that Bank of America. Let a business buy it,” the speaker said, urging the council not to spend taxpayer money on the property. The council later posted a closed-session item under Government Code section 54956.8 stating that the city’s negotiator (the city manager) would discuss acquisition negotiations with Bank of America National TR and SVTS Association for the property at 1055 Calamasa Boulevard. The closed-session notice identified price and terms as the subject of negotiation; no negotiation details were disclosed in open session. What this means: Public comment opposed a possible city acquisition, and the council scheduled a closed session to receive instructions from negotiators. Closed-session agendas identify statutory authority but do not disclose negotiation positions.
