Tumwater planning commission schedules public hearing Sept. 23 on Food System Plan

The City of Tumwater Planning Commission voted to schedule a public hearing on Sept. 23, 2025, to consider the city’s Food System Plan and draft Resolution R2025-15. The commission made the scheduling motion at its Sept. 9 meeting after staff introduced the document and requested a hearing date.

The Food System Plan lays out goals, policies and implementation actions that staff said would be incorporated into the comprehensive plan. Staff emphasized the plan is intended as a catalyst for future policy and code work rather than an immediate change to development regulations. “If you feel like the packet is ready, then we'd like to set a date for a public hearing,” a staff member told commissioners.

Commissioners and members of staff discussed how the plan intersects with land use, housing and existing private property constraints. Commissioner Nelson said the city and its urban growth area may have only a “thin margin” of land available for future population growth and questioned where land for urban agriculture would come from. Commissioner Kotek and others pressed staff about whether the plan anticipated small in‑city plots or only larger agricultural parcels and asked for cross‑references to the land use element. Staff and commissioners also discussed barriers beyond city control, including homeowners associations and private property market incentives; staff noted a state law limiting some HOA restrictions on climate‑resilient landscaping and suggested advocacy or a work program item could be pursued to address HOA limits if council prioritizes it.

Staff noted the plan references programs that Tumwater does not currently participate in, such as a local “Farm My Yard” program run elsewhere in the county, and that those items are potential future actions rather than existing city programs. The plan consultant, Rebecca Potasnik, was introduced to the commission as the person who completed the plan and provided earlier community outreach.

The commission moved and seconded a motion to schedule the public hearing for Sept. 23, 2025; the motion passed by voice vote. Commissioners and staff said the hearing will give the public a chance to comment and that staff will provide the packet and presentation materials in advance of the hearing.

The hearing packet and the draft Food System Plan were in the commission’s meeting packet; the plan includes goals and a list of implementation actions that staff said will be prioritized by City Council and folded into future work programs if council allocates staff time and funding.

A public hearing on Sept. 23 will allow commissioners, staff, council members and members of the public to consider the plan’s goals and proposed implementation steps before the commission forwards a recommendation to the City Council.
