The Lubbock ISD Board of Trustees on Aug. 28 adopted a resolution establishing a local school library advisory council and approved revisions to board policy EFB local to implement Senate Bill 13 requirements.
The resolution directs the district to form a council composed of board‑nominated members to oversee challenges and acquisitions for district library materials. Under the policy changes, parents may view posted lists of available library books and may request limits on what their child can check out. District staff said acquisitions have been paused for librarians pending council formation and adoption of acquisition rules.
Misty, the administrator presenting the item, told trustees the resolution is proactive: state law allows districts to create the council or to form one if 50 residents request it; the board voted to create the council on its own. “This resolution is saying that as a board, you are recommending that we create a library advisory council that will be made up of people that you nominate to sit on that council,” Misty said.
Trustees thanked library staff and committee members for their work on the policy during a rapid post‑legislative turnaround and acknowledged the difficulty librarians face in implementing the new rules during the school year. Staff said book‑purchase authority has been paused until the council and acquisition procedures are in place.
The board approved the resolution and the policy revisions by voice votes, 7–0.
The district said it will post procedures for parents to limit their children’s checkout privileges and will convene the library advisory council in accordance with the adopted policy and state law.
