Staff notes $63.7 million I‑79 addition and small Donlin Road culvert funding in TIP administrative updates

Erie County MPO staff presented administrative modifications to the 2025–2028 Transportation Improvement Program (TIP) during the meeting.
Julia Cornell of PennDOT central office highlighted one informational amendment that added the preliminary engineering, final design and construction phases to MPMS 76852 (I‑79, from MP 165 to MP 178) on the Interstate TIP, representing an overall addition of $63,700,000. Cornell said the change was informational and required no TAC vote because it is on the interstate TIP and had already received PennDOT's Project Management Committee approval on May 28.
She also called attention to an administrative action that added Act 13 funds and local funds to the construction phase of MPMS 122668, Donlin Road Culvert, for federal fiscal year 2025: $59,500 in Act 13 funds and $25,500 in local funds were placed on the construction line.
Committee members had no questions on the two items after the presentation.
Why it matters: the I‑79 amendment represents a significant capital addition on a regional interstate corridor; the Donlin Road change adjusts local and Act 13 resources for a culvert construction phase.
Next steps: staff will distribute the full TIP amendment documents and project links (MPMS project map) to committee members for review.
