Sustainability Advisory Board forms three‑member subcommittee to revise land‑use chapter

The City of Oshkosh Sustainability Advisory Board voted Thursday, Sept. 4, to create a three‑member subcommittee to develop the land‑use and economic development chapter of the city’s sustainability plan and to turn a revised chapter back to staff within two weeks.

Board members said the subcommittee will help move the draft plan to a version staff can present to the board and, later, the council.

City staff described the scope as a targeted review: the subcommittee will work on a single chapter—land use and economic development—so the full board need not notice subcommittee meetings under the open‑meeting guidance for small advisory subgroups. Staff asked the subcommittee to complete its review to meet the same Sept. 22 comment deadline set for the comprehensive energy plan so consultants and staff can incorporate feedback.

The board made the procedural motion to create the subcommittee and approved it by voice vote. The chair announced appointments at the meeting: the chair will serve on the subcommittee and appointed Lisa Moore and Alyssa Reinke to join her. "I'm going to nominate me. And I'm also going to appoint Lisa because she has had so much experience with this, and ... I'm appointing Lisa and Alyssa for this initial chapter," the chair said. The appointment was confirmed during the meeting.

Board members discussed scheduling constraints and signaled flexibility about meeting times; staff and the appointed members agreed to coordinate timing to meet the turnaround deadline. The subcommittee will meet with city staff (Emma and other staff) to develop suggested edits, and staff said consultants remain available to continue working with the board on subsequent chapters.

The full board took no further formal action on the sustainability plan at the Sept. 4 meeting beyond creating the subcommittee.
