Public reports strong odors after annual road seal coating; public works explains product and complaints

Residents and at least one councilor raised complaints about strong odors following the city’s annual road seal coating; Public Works staff explained the product and said complaints were higher this year. Councilor Steve asked Public Works Director Craig what was sprayed on roads near Geddes. Craig said the city used its annual seal-coating product, an oil-based penetrating sealer, and estimated the department uses about 15,000 gallons each year. "It's an oil-based product that, has a highly... evaporative fume that comes off of it for about a day," Craig said. He acknowledged the city received more complaints about hydrocarbon odors this year than in previous years and said it could have been a "hotter batch" or weather conditions at application. Councilor Steve said the odor persisted and expressed interest in exploring alternatives; Craig said the main alternative is chip seal, which provides a rougher surface for bikes and pedestrians but avoids the same product characteristics. Craig offered to provide a materials breakdown to the council. No formal action was taken; councilors asked staff to report back on product details and alternatives.
