Village approves minor amendments to East Ogden and Lincoln Avenue TIF reports to update 2024 EAV and housing-certification language

The Village of Lisle board voted Aug. 18 to approve minor amendments to two tax-increment financing (TIF) district documents to incorporate updated 2024 equalized assessed valuation (EAV) data and to clarify housing-impact certification language.
The ordinance updates are largely technical and were prepared by S. B. Friedman Development Advisors LLC, the village’s consultant on the TIF reports.
Manager Cook told the board the amendments update EAV figures that were not available when the original reports were drafted and restate certification statements in the housing impact study “to be consistent with the language in the statute.” Village attorney Michael Jurusic was present for questions, according to staff comments recorded in the meeting.
Resident Dean Brecco offered public comment on property maintenance and enforcement in redevelopment areas, suggesting the village sometimes needs to be more proactive in code enforcement so properties are not allowed to deteriorate and thereby meet TIF eligibility criteria. “I think we could have been a little bit more forthright in presenting, making sure that they're following the code,” Brecco said.
Clerk McQuillan called the roll for each ordinance. Trustees Duffy, Olson, Grau and Lesniak voted yes on the East Ogden item and the Lincoln Avenue item; both ordinances passed.
Staff recommended the changes as nonmaterial updates consistent with statutory authority for minor amendments to redevelopment plans. No amendments that would expand the districts or materially change redevelopment projects were recorded during the Aug. 18 actions.
