Village approves minor amendments to two TIF district plans to update 2024 EAV and housing-impact language

The Village of Lisle Board voted unanimously Aug. 18 to approve minor amendments to two tax increment financing (TIF) district reports and redevelopment plans prepared by S.B. Friedman Development Advisors LLC. Village Manager Cook told the board the amendments update the equalized assessed valuation (EAV) data to include 2024 figures that were not available when the reports were first prepared and restate the certification language related to the housing impact study to align with statutory wording. “The statute authorizes…to make these minor amendments,” Manager Cook said. Resident Dean Brecco spoke during public comment, urging stronger enforcement of property maintenance standards and noting that issues such as private-road upkeep and building maintenance can affect whether properties meet redevelopment criteria. “I think we could have been a little bit more forthright, in presenting, making sure that they’re following the code,” Brecco said. Attorney Jerusick was noted as present for detailed legal questions, and staff recommended approval. The board approved both ordinances by roll call vote with Trustees Duffy, Olson, Grau and Lesniak recorded as “Aye.” The amendments are procedural updates to reflect current EAV data and statutory consistency on housing-impact statements; no changes to project boundaries or new projects were approved at the Aug. 18 meeting.
