The Capitola City Council adopted an updated Americans with Disabilities Act (ADA) self-evaluation and transition plan dated Jan. 6, 2025, on Aug. 28. The plan inventories accessibility barriers in city facilities, parks and the public right of way and establishes a multiyear schedule and cost estimates to remove prioritized barriers.
Staff said the plan builds on prior inventories (1994, 2010, and a 2017 facilities review) and incorporates a January 2025 citywide survey and public meeting at the Capitola branch library. The transition plan organizes barriers by severity, feasibility and cost so staff can bundle remediation into existing capital projects (for example, curb ramps during street resurfacing) and track progress over time.
Staff also developed an online portal for reporting accessibility barriers and updated policies to align with current standards. The council adopted the plan unanimously and asked staff to use the transition plan as a feeder document into the city’s five‑year capital-improvement planning process so ADA priorities will be considered alongside roadway and resilience projects.
