Capitola Planning Commission approves moving donor panel to wharf entry, orders it raised

Summary
The commission amended the wharf design permit to relocate a donor mosaic panel to the right of the entry arch and directed staff to raise it to improve visibility and screen utilities.
The Capitola Planning Commission on Aug. 21 voted to amend the design permit and coastal development permit for the Capitola Wharf to relocate the donor mosaic panel to the right of the wharf entry and to raise it “as high as possible” to increase visibility and better screen an existing utility panel.
City staff presented two siting options for the donor panel: immediately before the arch at the wharf entry (Option 1) and a location farther onto the wharf to the left (Option 2). Staff described Option 1 as less intrusive to surrounding views and noted the raised panel would help conceal gas and electric utility panels behind the current installation. Gail Ortiz, speaking for the Capitola Wharf Enhancement Project, told the commission the group “wholeheartedly agree[s] with option 1” and asked that the panel be raised “more than just a couple inches.”
Why it matters: commissioners said the panel’s placement affects public views from the wharf and adjacent residences and also serves a practical purpose in hiding infrastructure. After public comment and brief deliberation, the commission approved Option 1 and included direction that the donor panel be raised to maximize visibility and to better screen the utility equipment.
Commission discussion focused on view impacts and on flexibility about how far the panel could be raised. No changes to other wharf improvements — interpretive signs, bike racks, bronze fish installations and a kiosk funded by a grant — were proposed at the hearing. The commission’s motion approved the amendment and directed staff to finalize details of the panel location and elevation.
Public comment: Gail Ortiz, representing the Capitola Wharf Enhancement Project, supported Option 1 and asked the commission to allow a taller installation so the donor names would be more visible and the utility panel better concealed. Two residents asked about the city’s longstanding ordinance prohibiting dogs on the wharf; staff said that rule remains in effect but is not strictly enforced. Another resident praised the wharf improvements and bike racks appearing in the design package.
Outcome and next steps: The motion passed on a roll call vote and the commission directed staff to implement Option 1 with the highest practical elevation for the donor panel. Staff will finalize placement and the physical details as part of permit implementation.
