Board approves revised guest‑speaker policy after divided vote; some members cite vagueness

Virginia Beach — The school board approved a revised guest‑speaker policy (policy 6‑10) on Sept. 9 by an 8–3 vote after debate about whether the policy’s text is too general and whether approval details belong in board policy or in a staff regulation.
The board attorney, Cammie Linetti, and policy committee presenters told members the policy was intentionally shortened and that a more extensive regulation was drafted to govern procedures such as approvals, speaker vetting and event‑level rules. “A more extensive regulation goes into more specific details as to when we’re going to have speakers, how we’re going to approve them, what they’re approved for,” Linetti said.
Several board members said they supported the shorter policy provided the regulation fills in procedural details. Others said the new policy removed useful specificity from the prior policy and made approval authority less clear. School Board Member Culpepper said the previous policy “specifically lays out who is the approving authority” and that removing those specifics makes the policy “more vague.” He voted no.
Vice Chair Weems moved the policy; the motion passed, 8 ayes and 3 nays. The board did not vote on the regulation (administrative regulations are not subject to board adoption in the same way as policies), and staff said the regulation will be available to principals and the public to explain how speaker approvals and restrictions will be handled.
