The Virginia Beach School Board voted Aug. 12 to authorize the superintendent and legal counsel to negotiate terms with the city for transferring an approximately 13.71‑acre portion of the former Bayside 6 campus on Jericho Road to the city for park and passive recreation.
Vice Chair Carolyn Weems read the resolution and moved it for approval; the motion was seconded by board member Miss Dwyer and passed 10‑0. The resolution directs staff to work with city representatives to identify mutually agreeable terms, including demolition funding, parcel subdivision work, compatible park uses and the condition that the property is no longer needed for school purposes. The terms negotiated will be presented to the school board later for public hearing and final decision.
Why it matters: residents from Aragona Village and neighboring Pembroke Manor testified in favor of a permanent neighborhood park, citing a lack of nearby parkland and long community advocacy. Several civic‑league representatives and city council members were thanked during the discussion for their partnership.
What was decided: the board authorized negotiations and transmission of the ad hoc committee report and the resolution to city officials; the transfer itself still requires subsequent presentation of specific terms, a public hearing and a final school‑board vote.
Background: an ad hoc committee created in June 2023 studied open‑space uses for school board property on Jericho Road and in March 2025 submitted recommendations endorsing the transfer of the specified parcel to the city. The June/July committee work and the community outreach were cited repeatedly by board members during the discussion.
