During the public comment period Aug. 12, several speakers addressed the school board about an incident they say occurred at Plaza Middle School involving a female student and a male administrator, identified in public comment as Andrew Midgett.
Speakers described the incident as a search and a closed‑door meeting that they say violated school policies. "My daughter was continuously harassed and discriminated against by Andrew Midgett, and not one school board member stepped in to stop it," said parent Holly Barricini. The family described the student entering treatment for trauma and PTSD following the event.
Parents and family members cited specific board policies by number during their remarks, including policy 5‑7 (nondiscrimination/harassment), policy 5‑65.1 (search and seizure), employee conduct policy 4‑2 and policy 5‑36.1 (safe learning environment). Kevin Barricini said the family intended to request individual meetings with each board member and pursue further remedies, including court action, if they did not receive responses.
Board response and limitations: Chair Kathleen Brown told the audience that personnel and student disciplinary matters are often handled through confidential administrative processes. Board members did not take formal action during the meeting. The board clerk confirmed the rules for public comment and encouraged follow‑up through the clerk’s office. The board did not announce a special investigation or a vote; parents said they will continue to press the matter.
What was not established in the meeting: The public comments recorded allegations and family accounts; the school division did not present corroborating evidence or a formal staff report at the Aug. 12 meeting. Statements in public comment are allegations and were not adjudicated by the board during the session.
