The mayor moved to dispense with the second and third readings and then moved to adopt the resolution with an emergency clause; both motions were seconded. Clerk called the roll and each council member voted yes; the resolution was adopted by unanimous vote.
City engineering told council construction for the Mills Road project — from Stony Ridge at the new roundabout to the State Route 83 roundabout — is estimated at about $500,000 and that OPWC applications for fiscal-year 2026 funding are due in September. The engineer requested the emergency passage so staff can submit the application within the agency deadline.
Engineering also reported on ongoing street projects: catch basin rehabilitation nearing completion, a full-depth rehabilitation on Oak Street being done in sections to maintain local access, a kickoff meeting for crack-sealing and active paving on Luann/Carolina Monica with concrete work and curb replacement planned this week, and two acceptable bids received today for the traffic paint project.
Council members voted to add the emergency clause on the record and then approved the resolution so the city can proceed with the OPWC application process.
