North Ridgeville City Council on Sept. 2 adopted Resolution 2025-124 authorizing the city fiscal officer to execute then-and-now certificates and to pay amounts due on various purchase orders, including an invoice for a recently received dump truck.
Director of Finance April Wilkerson told council the truck has been received and the invoice is now due. "The truck has been received, and the invoice is now due," Wilkerson said, explaining why council was being asked to adopt the related legislation with the emergency clause.
Councilmember De Vries moved to dispense with second and third readings and to adopt the resolution with an emergency clause; Councilmember Awig seconded. On roll call the measure passed unanimously and the city proceeded with the authorization necessary for immediate payment.
Nut graf: The resolution clears the way for the finance office to process payment for a vehicle that council previously authorized for purchase, ensuring vendors are paid promptly and that the city meets its contractual obligations.
Council members briefly noted the context: earlier this year council adopted Ordinance 2025-116 authorizing the purchase of a single-axle dump truck with plow; the finance director said the budget had been approved and the truck received. There was no debate recorded; the council affirmed the emergency clause so the invoice could be paid.
Ending: The finance director indicated follow-up reporting would be provided; council records show roll-call approval and immediate effect due to the emergency clause.
