Putnam County grants 90-day extension to homeowner in property condition case at 45 Ferry Lane

Putnam County commissioners granted a 90-day extension on Aug. 26 to Monte Childers, the owner of property at 45 Ferry Lane in Frasier's Bottom, in an open complaint about property conditions.
County Planner Jordan Chapman told the commission a complaint filed Aug. 12 had been accepted and sent to the landowner by certified mail; Chapman said inspection photos in the meeting packet showed progress at the property since the complaint was filed. Childers told the commission a series of health problems, including heart attacks and four years as her mother's full-time caregiver, left her unable to complete cleanup earlier.
"I cared for her 24/7 for 4 years... she passed away on 02/21/2024, and after that length of time of caring for her, my body had shut down," Childers said, describing the personal circumstances that delayed work.
Childers asked for more time and said she expects to make the needed repairs in about 90 days. Commissioners asked that she remain in contact with Chapman to provide progress updates. The commission then voted to grant a 90-day extension; the motion passed by voice vote.
Chapman noted additional photographs submitted by the owner the day of the meeting showed "significant progress" and presented the formal order for the commission president to sign to document the extension.
The county’s action is limited to the administrative complaint process: the extension postpones enforcement for the stated period and requires the owner to continue remediation work and stay in contact with county staff.
