ADOT district report lists major Southeast projects; board approves four contract awards, rejects one bid

ADOT’s Southeast District reported construction status and schedules for projects including the Queen Creek Bridge and several pavement and passing-lane projects; the board approved four contract awards and unanimously rejected one bid for a Yuma County curve realignment because of a DBE requirement error.
ADOT’s Southeast District presented construction updates at the Aug. 15 Arizona State Transportation Board meeting, listing schedules and contract values for major projects, and the board took action on contract awards.
District engineer Todd Emery reviewed active projects including the Queen Creek Bridge replacement on US 60 (contract bid about $40.7 million; project roughly 43% complete; estimated completion August 2027), the Waterfall Canyon Bridge replacement east of the Queen Creek Tunnel (contract bid about $3.9 million), and a roundabout and pavement-preservation projects across the district. Emery said several projects are near completion this fall and others will finish in 2026.
Emery also described a westbound passing lane project on US 70 near Vilas, pavement rehabilitation on US 191 and a large roundabout constructed near Milepost 154. He told the board that temporary closures related to work on US 60 are tapering.
Following staff recommendations on agenda item 10, the board voted to award four contracts (items 10A through 10D) after motions from the dais. The board then considered item 10E, a curve realignment project in Yuma County. Greg (state engineer) reported that only one bid was received for item 10E and that staff discovered a ‘‘substantial error’’ in the DBE (disadvantaged business enterprise) requirement in the bid documents; as a result, staff recommended rejecting the single bid and rebidding.
Board member Bruce Bracker moved to award items 10A–10D; Board member Howard seconded. The motion carried unanimously. Board member Maxwell moved to reject the single bid for 10E; a second followed and the board voted unanimously to reject the bid so ADOT can rebid the project.
The board did not change project scopes during the meeting. ADOT staff said the Yuma County curve-realignment project would be re-advertised in the next round with corrected DBE documentation.
Ending: ADOT will proceed with the four awarded contracts and will rebid the Yuma County project after correcting the DBE requirement errors in the solicitation documents.
