The Scottsburg Board of Public Works and Safety on Aug. 27 approved a joint-use and maintenance agreement governing attachments to utility poles within city limits and along state right-of-way. Staff said Indiana statute requires a formula for permissible pole uses and fee calculations; the agreement and worksheets establish the city’s process and fee schedule and were presented as a resolution for the record (staff referenced Resolution 2025-R3).
City staff told the board the policy defines usable space on poles, permits the city to deny placement when poles are overloaded, and sets rates in an exhibit to the agreement. If the city and an applicant cannot reach agreement, staff said the applicant may pursue relief through the Indiana Utility Regulatory process referenced in the packet.
The board approved the agreement on a voice vote with no recorded opposition. Staff said the agreement allows the city to manage pole attachments and collect fees according to the adopted worksheet.
