Pingree Grove board conditionally approves OSLAD grant application for state park improvements

The Village of Pingree Grove voted to approve a resolution authorizing submission of an Open Space Land Acquisition and Development (OSLAD) grant application for planned improvements to the village park near the fire station, conditioned on staff exploring a western vehicle access, removing a proposed fire pit, and adding a charcoal-disposal area for grills. Andy, the village staff presenter, said the item responds to public comments and recent board discussion and that a revised park plan had been prepared for the application.

Andy said the revised plan increases parking to a maximum of 25 spaces from 13 by relocating amenities: the proposed ice rink was moved to overlap the basketball court (so it could be placed in winter without using extra grass area) and a zip line was shifted north toward the existing playground and skate park, freeing space for parking. Staff reported 64 online public comments on the park concept, largely positive but with recurring concerns about a fire pit and noise from pickleball courts.

Board members discussed fire-pit safety and pickleball noise. Staff said locking mechanisms for reserved use and other fire-safety measures were possible, and that removing the fire pit would be unlikely to dramatically affect OSLAD competitiveness; the grant is competitive and evaluates park amenities. Several trustees favored removing the fire pit and adding landscaping to mitigate pickleball noise. Engineers agreed to explore a western access point to improve circulation and emergency access.

The board passed a motion approving the grant submittal with the stated conditions. Staff and the village’s consultant will refine the concept with the requested adjustments, complete grant application materials and submit by the program deadline. Andy noted that, if awarded, the program inspects completed work against the application and reimburses the village following construction and verification.
