Councilmember Weiser described ordinance 20-25-27, which would add section 1.474.15 to the housing code to require monthly reports from the Department of Housing and Community Development to the mayor and council. She said the reports would provide quantitative information on permits, point-of-sale activity and trends to support legislative decision-making and potential future staffing requests. "This is trying to get information because we are going to have to start looking legislatively at tightening up some things as we go along," Weiser said at the meeting. The mayor and other council members criticized the proposed ordinance as micromanagement of department operations, saying it would improperly dictate how a director runs the department; the mayor warned he would veto it if passed as written. Councilmembers exchanged concerns about report frequency, seasonality of some items, and the need for written data to inform council action. The item was discussed on first reading; proponents said that even if some monthly figures were zero in slow months, having consistent reports would let council track trends over time. The ordinance remains on first reading pending further committee discussion and administrative input.
