Howard County Council members approved the 2026 budget for the local Recycling District at the Sept. 11 workshop after the district’s board adjusted its personnel plan to avoid a net increase in spending.
District staff had proposed a 3% pay increase for district employees and offset it by reducing part‑time hours, an approach they said would keep the net budget roughly neutral. County council members asked that, given the county’s pause on raises during the current budget cycle, the recycling district remove the 3% increase; the district board agreed to reduce the part‑time line item instead and leave the net appropriation essentially unchanged.
Council members approved the revised recycling district budget with those changes during the workshop vote.
