County allocates auction proceeds and emergency funds to repair Alto Road culvert after June flooding

Howard County Highway presented emergency repairs and equipment-replacement requests on Aug. 26 after a mid-June flood damaged Alto Road and other county roads. The council approved reassigning auction proceeds into the highway vehicles and equipment line and accepted additional appropriations for culvert replacement and stone needed to restore washed-out sections.
Amber Toll, County Highway, told the council the department received $38,791 from a county auction and asked to move those proceeds into the vehicles and equipment account. Toll said two failed sections on Alto Road required immediate attention; one section was repaired quickly, and another required full replacement of a large elliptical pipe she described as “12 feet wide by 7 feet tall.” Toll asked for $25,000 for stone and $35,730 for the culvert replacement, both listed under the NVH restricted fund, and said the overall flood response costs (labor, contractors, materials, guardrail and culvert work) will be “close to about $225,000 to $250,000.”
Council members praised the highway crew’s rapid response. Councilman Cuthbert said the department’s signage and repair work were “very excellent,” and Toll credited staff and outside suppliers for opening the road almost one month after the June 14 flood. The appropriation requests for stone and the culvert were included in the larger additional-appropriations package the council approved (with the cumulative capital item removed and one court item tabled).
