DUNCANVILLE, Texas — The Duncanville ISD board authorized negotiations with Nash Industries Incorporated on Aug. 18 to renovate Smith Elementary into the Clint Q. Smith Early Learning Academy, approving the procurement recommendation unanimously.
District staff said the project is funded by the 2023 bond, and the district solicited proposals as a competitive sealed proposal (RFP 24‑25‑017). Eight general‑contractor proposals were received by the July 15 closing and evaluated by district staff; Nash Industries’ proposal was recommended because it produced the best value and came in $3.7 million under the district’s estimated renovation budget, according to the board book materials presented by a district staff member.
The presentation noted proposed alternates from the architect Huckabee that include a new outdoor play area and fencing, painting of the roof fascia of the main building, and replacement of roofing over Building 3 (the gym). The board was asked to consider authorization to negotiate a turnkey agreement with Nash Industries for the Clint Q. Smith Early Learning Academy renovation; the motion to do so carried unanimously.
Trustees asked a brief, clarifying question about the term “fascia” and confirmed that the material facing the street would be painted. No amendments to the recommendation were recorded. The board’s vote authorizes district staff to negotiate contract terms with Nash Industries and return to the board for final contract execution per district purchasing rules.
The procurement process included a nonmandatory pre‑proposal conference and followed the purchasing timeline posted June 17–24, 2025. The board book includes the competitive sealed proposal evaluation summary and an architect’s cost letter; district staff indicated willingness to discuss alternates and owner contingency items during contract finalization.
Negotiation authorization was approved by electronic vote; the board recorded the item as unanimously approved.
