County finance staff told the Millard County Commission that road funds are under pressure after early-season surfacing and lower-than-projected fuel- and point-of-sale sales tax receipts. Bonnie, county finance staff, told commissioners the Road Department budget was at about 79.3% used as of the July review because of oiling and surfacing projects. "We're gonna need to amend the budget," she said, citing the timing of oil projects and lower revenue receipts. Staff reported that county option fuel taxes and point-of-sale sales taxes have come in at a little under 40% of anticipated receipts for the period; county allocations are calculated by a formula that includes road mileage and can vary from sales-based receipts. Staff said they expect additional allocation receipts later in the year and estimated conservatively that another $400,000 in allocation could materialize before year end. Commissioners discussed opening the budget for amendment, with one commissioner saying the office preferred waiting until October but acknowledging the board's prerogative to open it sooner. Commissioners asked staff to prepare a budget amendment plan and to identify internal transfers that could cover near-term needs while the county monitors allocations and sales.
