The West Des Moines City Council on Sept. 2 approved a preliminary plat for Ridgeview at Moffett Lake, a proposed single-family subdivision that would create 132 lots, nine outlots and one street lot. The council’s approval included four conditions of approval. City staff and the council listed the four conditions as: locating certain public utility easements in the front yard where necessary; granting a temporary deferral of the required buffer; encouraging driveways to be placed off of local streets rather than collector streets; and requiring the developer to construct a temporary access that functions like a local street and will be removed once permanent local streets provide secondary public access. The resolution to approve the preliminary plat passed with a 4-0 vote. Council members asked no substantive changes to the conditions during the dais discussion; staff will track the conditions during plat engineering and final plat review. No construction or final plat approval was authorized Sept. 2; the vote approved the preliminary plat subject to the four conditions that staff listed for later compliance and inspection.
