Committee forwards 2025 pavement maintenance contract recommendation after scope changes

The Administration Finance Committee on Sept. 2 recommended forwarding Resolution 60-R-25 to the full board with a positive recommendation to award the 2025 pavement maintenance contract to Rock Road Companies, subject to removing the permeable paver block work for Roosevelt Road from the contract by change order.

Engineering staff told the committee that bid results were substantially higher than the engineers’ opinion of probable cost. Only one contractor submitted a bid out of five plan holders; staff cited reduced local asphalt supply after two plants sold and increased scope on certain items as reasons for higher prices. Staff removed two streets from the program (Old Harlem Road, due to proximity to Stones Landing, and Obispo, a low-volume street) and made Meyer Ponds an alternate after design work revealed more extensive drain tile work, vegetation removal and soil replacement were required than originally budgeted.

The most significant variance came from a permeable paver block reset on Roosevelt Road. Staff said the budgeted amount of $40,000 compared with a bid price of $482,000 for the paver work; engineering recommended removing the paver scope from this year's contract. With that condition, staff recommended awarding the contract to Rock Road Companies as the lowest responsive, responsible bidder. The committee moved and seconded the resolution and voted to forward it with a positive recommendation; final action and contract execution will be decided by the full board on Sept. 15.

Ending: Staff will execute the contract with the paver scope removed via change order after contract execution; specific bid amounts for the base contract (other than the paver example) were not provided to the committee in the discussion.
