Committee recommends awarding Park 90 access road contract to Entrack Group
Summary
Staff recommended, and the committee approved forwarding to the full board a resolution awarding the Park 90 access road construction contract to Entrack Group as the lowest responsive, responsible bidder; work had been promised under developer agreements but staff proceeded with public letting after developer foundation was not complete.
The Administration Finance Committee on Sept. 2 recommended that the full board consider Resolution 59-R-25 to award a construction contract for Park 90 access road improvements to Entrack Group. Engineering staff told the committee the village had entered development agreements with two developers that included a village-funded access road from Illinois 173; the road was to begin after a developer completed a building foundation, which had not occurred in 2025.
Because the developer foundation was not complete, staff proceeded with a public letting. The engineering review found seven plan holders and three bidders; McMahon reviewed the proposals and identified Entrack Group as the lowest responsive, responsible bidder. Engineering staff recommended award to Entrack Group, and the committee moved and seconded the resolution for placement on the Sept. 15 board meeting agenda with a positive recommendation.
Committee members gave a voice vote with no recorded opposition to forward the resolution; the final contract award will be made by the full board. Staff noted the project stems from prior development agreements that required the village to pay for certain public infrastructure (water, sewer) and construction of the access road when developer milestones were reached. Ending: The committee’s positive recommendation advances the contract award to the board for final action on Sept. 15.
