The Daytona Beach City Commission approved Amendment No. 3 to Contract 2428 with Barton Milo Builders LLC for design-build services on the Jackie Robinson Ballpark renovation project and authorized a guaranteed maximum price (GMP) for the construction segment (phase 2) at a not-to-exceed amount of $10,789,824 (agenda item 11a). The resolution also included a formal statement of official intent to reimburse the city for the project costs from future debt proceeds if the city chooses to finance the work.
Staff described the amendment as including the construction GMP and minor contract revisions needed to implement the second phase of work; funding was identified from the general government impact-fee fund with a stated intent to reimburse from future debt issuance (if and when the commission approves that financing). During public comment a resident expressed concern about grouping the ballpark work with seawall construction, the driveway closure and possible traffic impacts to nearby recreational facilities. Staff explained that the seawall work had previously received design funding (a Florida Inland Navigation grant) and that combining the seawall construction with the ballpark work was more efficient than disturbing the plaza twice.
Commissioners approved the amendment and GMP with a 6-1 vote. The resolution authorized the city manager to finalize contract amendments and to expend funds up to the GMP limit; it also included delegation authority for the manager to approve contract changes subject to stated conditions. Staff said the contract includes standard construction protections and that combining seawall and ballpark work reduces total disturbance and may be cost-effective.
The commission asked staff to confirm construction staging, driveway and access management plans so that access to adjacent facilities (rowing center, public volleyball courts and restrooms) is maintained during work. The city will present construction phasing and traffic-control plans to the commission as those documents become available.
