The Oak Creek Common Council on Aug. 19 adopted an ordinance confirming a successor collective bargaining agreement between the city and the International Association of Firefighters (IAFF) Local 1848 covering Jan. 1, 2025 through Dec. 31, 2027.
Key economic terms: Deputy City Administrator and Finance Officer Max Gagan summarized the agreement’s main economic provisions: a 3.0% cost-of-living adjustment (COLA) effective Jan. 1, 2025; a 3.5% COLA on Jan. 1, 2026; and a 3.5% COLA on Jan. 1, 2027. The contract also increases the member premium share for health insurance from 10% to 13% effective Jan. 1, 2027, and adds one floating holiday (the day after Thanksgiving) consistent with non-represented employees. Sick-leave payout provisions were standardized across members hired before and after May 4, 2010.
Bargaining process and ratification: City negotiators and the union’s executive team met through mediation and reached a tentative agreement in June; Local 1848 members ratified the agreement on July 15, 2025. City administration said the contract balances wage adjustments and the city’s rising health-insurance costs.
Council action: The council moved to adopt Ordinance 31-31, confirming the agreement and fixing salaries for members of the bargaining unit for the stated term. Council members thanked bargaining committee participants and the union leadership for reaching an agreement.
Operational impact: The ordinance fixes salaries for the bargaining unit during the three-year term and incorporates several non-economic cleanups and previously negotiated memoranda of understanding into the contract text. The city’s finance office will incorporate the agreed wage and benefit terms into the 2025–2027 budget planning process.
