Parks committee orders grills, debates pavilion rentals and bathroom repairs

The Parks and Recreation Committee confirmed on Aug. 18, 2025, that city staff has ordered replacement grills for parks and circulated a list of potential projects including playground work on George Street, restroom renovations and repairs at the fairgrounds.
Committee members discussed whether the city should allow rentals of Tate Street Pavilion and what safeguards would be required. Councilperson Tony Abbott and Councilperson Tommy Roulette said the pavilion had been rented in the past through pool management when the pool was open, and that prior rentals included conditions for alcohol service. A staff member who reviewed records, identified as Suzanne, said the city office does not have current rental paperwork on file and that prior rentals (2013–2016) were handled through the pool management, not the city office.
"I did get this text and a phone call today and stuff too. So I talked to Suzanne. Suzanne's been here forever, it seems like. And she looked up the documents, and it it looked to me like what she found out is we did rent it, like, in 13, 14, 15, 16," one committee member said.
Committee members agreed they would not authorize rentals until formal written guidelines and a rental agreement are in place that address liability, alcohol, police detail and cleaning. City staff (including Mark and City Attorney Delwell) were assigned to search archival records for any prior rental agreements and to draft a new document if none is located; the transcript records an expectation staff could draft a document quickly.
On park improvements, committee members said some work is budgeted (pool improvements, some playground funding) while larger restroom and fairgrounds pavilion repairs will likely require planning and budgeting for future fiscal years. The committee did not vote on any capital allocations at the meeting.
