Council approves engineering services for Highway 11 multi-use trail with Bolton & Menk

The International Falls City Council on Aug. 4 approved a proposal to hire Bolton & Menk for engineering services to design and inspect the Highway 11 multi-use trail project.
Public Works Director Jason Fisher said the city secured Minnesota Active Transportation Program funds — roughly $478,000 — to pay construction costs but needed an engineering agreement to cover design and construction inspection services. Fisher said the trail will connect 14th Avenue to 11th Street near the school and is timed to precede a larger highway project scheduled for 2029.
Councilor Wagner moved to approve the engineering proposal and Councilor Bullard seconded; the motion passed unanimously. Councilors said the project will be paid from the city’s permanent improvement fund and that completing the trail now will help coordinate with the future highway construction.
