City staff explained the background: the resident (identified in staff materials as Miss Harris) experienced a leak that reportedly ran for an extended period before it was shut off. Staff memos included prior minutes and a pool‑credit resolution to guide eligibility and consistency with past decisions. In the meeting, staff presented calculated usage and charges and said the amount of sewer charges to be forgiven was $1,216.94 after excluding base sewer charges that remain the resident’s responsibility.
Councilor Kaler moved to forgive the sewer portion; Councilor Wagner seconded. The council discussed prior precedent where pool-filling credits and similar requests had been granted or denied depending on circumstances, and staff noted it had provided materials from an April 2, 2018 resolution and March minutes showing comparable past decisions. After brief discussion the council called the question and approved the request unanimously.
Staff noted the resident had been complimentary of city personnel for how the matter was handled. The forgiveness applies only to the sewer portion of the bill; base sewer fees remain the account holder’s responsibility.
