Council accepts county-determined rates; staff says Canal Winchester property-tax receipts estimated at about $900,000

Canal Winchester council on Sept. 2 moved a required annual resolution accepting the amounts and rates set by the county Budget Commission and authorizing tax levies to be certified to the county auditor.
Finance Director Amanda Jackson explained the Budget Commission adjusts tax levies to produce specified dollar amounts for certain levies, often voted levies. She told council that Canal Winchester has no voted levies and relies on its two mills of inside millage; the resolution reflects the commission’s calculations and is an administrative step required each year.
Jackson advised council that the second page of the resolution shows estimated property-tax receipts for 2026 of just over $900,000. Council asked for context on how many households the estimate covers; Development Director Lucas Hare said there are about 3,000 households in the city. Jackson emphasized that tax levies are assessed on all properties in the city, not just residences.
A motion to move resolution 25-046 to full council for formal adoption was made, seconded and passed by roll call.
