Council approves general plan amendment to reclassify 23 parcels from open space to agricultural

Tooele County approved a general plan amendment for 23 parcels in the south map, changing designation from open space to agricultural to reflect current use and allow future rezone to A-5; many parcels are in a special flood-hazard area.
The Tooele County Council on Sept. 2 approved Ordinance 2025-13 amending the land-use south section of the general plan to reclassify 23 parcels — many located west of SR 36 south of Stockton — from open space to agricultural. Michelle (staff) said the change would bring properties into conformance with current use and permit future rezoning to an A-5 designation.
Michelle told the council many of the parcels fall within a special flood-hazard area because they were historically part of Rush Lake beds. Although significant standing water has not been observed in many years, the special flood-hazard designation remains, and properties may require floodplain permits in addition to building permits. Staff said several structures already exist on the parcels and the amendment would align plan designation with use.
Council action: Councilman Thomas moved approval and Councilman Strumberg seconded; the council voted unanimously to adopt the amendment.
Why it matters: Changing the general plan designation enables the landowners to seek rezones and normalizes the parcels’ regulatory status, while the flood-hazard designation means future development will require floodplain permitting and may be subject to additional constraints.
