County approves contract with appraisers for 2026 tax roll and Board of Equalization appeals

Tooele County on Sept. 2 approved a contract with an appraiser firm to perform commercial property valuations for the 2026 tax roll and to provide Board of Equalization appeals services. Joy (presenter) said the county issued an RFP, received one qualified response from a firm that has worked with the county previously, and that the firm met the county’s RFP requirements and experience expectations.
Joy said the contract includes three staged payments: 30% upon execution, a payment at six months, and a final payment upon completion after appeals. Nathan (referenced in the transcript) extended the appeals timeline to on or before Dec. 1 to allow time to resolve appeals that may continue into the fall; staff said appeals could extend to Dec. 1 in some years and included Board of Equalization appeal services in the scope.
Council action: A motion to approve the contract was made by Councilman Strumberg and seconded by Councilman Hoffman; the motion passed unanimously among council members present.
