County hires MOCA Systems for project management services; contract approved

Tooele County on Sept. 2 approved a contract with MOCA Systems to provide project management services for county projects after staff concluded the county does not have a sufficient pipeline of large-scale projects to justify hiring a permanent internal project manager. Bridal Lopez from the county manager’s office said the county issued an RFQ and selected MOCA Systems to provide a suite of services under a contract with two exhibits: one to complete the Peak master plan and another to provide project management services for future projects.
Bridal Lopez said hiring a firm gives the county access to multiple professional disciplines — architects, construction managers and engineers — and provides an on-site manager for major projects. A council member who participated in interviews said the chosen firm offered the breadth of expertise the county sought and recommended the contract. The council voted unanimously to approve the contract with MOCA Systems.
Discussion and next steps: The contract includes provisions for project-specific exhibits and allows the county to use the firm for the Peak master plan and future projects as needed. Staff said this approach avoids hiring and later laying off a full-time employee if the workload does not sustain a permanent position.
Council action: Councilman Strumberg moved to approve the contract; Councilman Wardle seconded. The motion passed unanimously.
