Planning commission approves amended Stansbury Place subdivision to reduce side and rear utility easements

Tooele County Planning and Zoning Commission members voted unanimously to approve an amended subdivision plat that reduces peripheral public utility easements on one lot in the Stansbury Place PUD Phase 3 subdivision, allowing the property owner to site a backyard pool. The request is recorded as AMD SUB 2025-073.
County planning staffer Trish presented the application, saying the property owner, Christian Junk, asked that “the public utility easements be adjusted” and had provided letters from the utility companies and SPID. Trish said the change affects only an internal lot and therefore does not require a public hearing. Trish also said many side and rear public utility easements in the area were originally seven-and-a-half feet and that recent practice often requires utility easements only along lot fronts.
The commission made a motion to approve the staff recommendation; the motion was seconded by Commissioner Scott and passed on a unanimous roll-call vote. Commissioners recorded as voting yes were Commissioner Beckstrom, Commissioner Scott, Commissioner Bartholomew, Commissioner Alder, Commissioner Mitchell and Commissioner Hoke.
The amended plat and the applicant’s letters from utility providers and SPID will be recorded as part of the subdivision file. No additional conditions or public-comment requirements were added by the commission on this agenda item.
Procedural details: staff noted the application is the standard process used where easement vacations or adjustments are necessary to allow improvements without encroaching on utility infrastructure. The commission’s action was limited to the plat amendment; any future building permits or inspections for improvements such as a pool will follow the county’s normal permitting processes.
