Tooele County joins cross appeal in Pacific Corp tax appeal; estimated county impact about $107,000
Summary
The council approved a resolution to participate in cross appeals related to Pacific Corp’s 2025 centrally assessed tax appeal after staff estimated the county’s share at approximately $107,000; staff declined to join the US Magnesium appeal because estimated county impact was under $100,000.

Tooele County approved a resolution on Sept. 2 authorizing participation in the cross appeal of Pacific Corp’s 2025 centrally assessed property appeal. Allison (staff) told the council two centrally assessed property owners filed appeals this year: US Magnesium and Pacific Corp. The county usually participates in cross appeals where the county’s distribution impact exceeds $100,000 because defending such appeals is costly.
Allison said the US Magnesium appeal was estimated to affect the county distribution by about $45,000, so the county did not participate. The Pacific Corp cross appeal was estimated to affect the county by about $107,000; Allison recommended participation. She said she had engaged an attorney, Tom Peters, who works with other counties on centrally assessed appeals. Allison described the county’s share figures and noted the school district and North Willow Fire would have larger dollar effects (staff estimated the school district’s portion at $626,000 and North Willow Fire at $61,000).
Council action: Councilman Thomas moved to approve the resolution; Councilman Strumberg seconded. The council voted unanimously in favor of participating in the Pacific Corp cross appeal.
Why it matters: Centrally assessed property appeals can redistribute tax revenue among jurisdictions; the county’s decision to participate reflects a threshold approach based on estimated budgetary impact. The action authorizes county counsel and retained counsel to act on the county’s behalf in the appeal process.
