The Davenport City Council approved a one‑year special occurrence permit allowing a mobile food unit operated by Daniel Fuentes to operate on public property in front of 1407 West Fourth Street. The resolution passed by roll call with nine yes votes.
Cheryl Shagnuk, a Third Ward resident, told the council she worried public safety on West Fourth — a three‑lane street — could be affected and suggested the city consider a dedicated location for food trucks on the West End. Alderman Anne Burkholder asked whether the applicant had discussed days and hours; staff said the permit is for Monday–Friday, 11 a.m. to 9 p.m., but the operator does not plan to use every permitted hour or day.
City attorney/staff (identified in the record as Huff) explained that the city ordinance prohibits a food truck from remaining in the public right‑of‑way when it is not operating and described enforcement levers if violations occur, including municipal infractions and permit revocation. Staff confirmed the permit is for one year and said the city would include ordinance language with the permit and could enforce restrictions if the truck is parked but not operating.
The council approved the permit with no recorded amendments; staff said they would provide the permittee with ordinance requirements and noted that enforcement steps are available should complaints be filed.
