Court enforcement officer/re‑inspecting inspector Reynold Casimir testified the case was based on an allegation and a video showing dogs running loose; Inspector Desanj (a neighborhood inspector) told the magistrate she had observed the dogs loose repeatedly over time and that they belonged to the tenant at 1055 Northwest 120th Street. Desanj said her mother lived nearby and had observed the dogs on multiple occasions. Desanj testified, “My mom's been living there for, like, 34 years, and, the those people are renting a property that's been there for, I believe, like, around 5 years.”
Property representative Miss Rivas told the court that only one of the dogs belonged to her tenant and that the other dogs were from neighboring properties and that the tenant had breached the lease by having a dog; she said the animals were no longer at the property. The magistrate said the inspector testimony was unrebutted and found the violation existed and that the matter had been rectified; the magistrate entered adjudication and imposed a one‑time $500 fine.
The magistrate noted notices were provided and that owners failed to appear for the hearing; the adjudication and fine were entered to record the violation and the remediation reported by inspectors.
