Planning staff said the property’s comprehensive plan designation is already general commercial and that surrounding parcels are commercial or higher‑intensity uses; staff recommended approval on compatibility grounds and because the rezoning would align zoning with the site’s established land‑use pattern. "The proposed request will allow for a spot‑zoning correction for the property that is consistent with the ongoing development patterns within the City of Leesburg," Candy Harper, deputy director of planning and zoning, told the commission as she displayed maps of the site and adjacent parcels.
Owner Al Malone attended the hearing; staff said the action would not force an immediate change of use — the parcel can remain a residence while owner occupancy continues — but would allow commercial uses consistent with C‑3 if the property changes hands. No public comments or departmental issues were recorded during the staff review; the commission moved the recommendation to the City Commission, where final action will be taken.
The rezoning vote was unanimous at the Planning and Zoning Commission roll call. The item will proceed to the City Commission for final approval under the standard scheduling and notice procedures.
