The Oshkosh Transportation Committee voted Sept. 9 to recommend adding a 24‑hour parking permit option for city‑owned parking lots and to update the ordinance accordingly.
City staff told the committee the new product would be available through the Passport parking app and give downtown visitors and short‑term guests a legal overnight option where on‑street parking is restricted. Staff said current options include monthly and annual permits, leased stalls and short temporary permission granted by the police for up to three nights; the new 24‑hour product would be an additional option. Staff proposed a $6 price (daily currently $3) for the 24‑hour permit.
Committee members supported the flexibility and modest revenue possibility. A motion to add the 24‑hour permit carried on roll call with Armstrong, Merrick, Hartman, Nichols and Lynch recorded as voting aye; staff said adding the product will require an ordinance amendment to incorporate the new permit type and pricing.
Staff noted operational considerations such as snow removal and that parking enforcement hours would remain the same; the Passport platform will provide user records to assist enforcement and customer contacts. The committee did not set an effective date; staff will draft ordinance language and a fee schedule for Common Council consideration.
