North Miami approves $3.31 million contract to replace C‑8 Canal pedestrian bridge

The North Miami City Commission voted 5-0 on Aug. 26 to award a contract not to exceed $3,314,515.72 to General Asphalt Co. LLC for replacement of the C‑8 Canal (Biscayne Canal) pedestrian bridge, a project city officials said will take roughly 12 months to complete once construction begins.
The award follows a competitive solicitation and staff recommendation. The city received four timely bids; staff and the project engineer recommended the lowest responsive and responsible bidder. The public works director told the commission the Florida Department of Transportation Local Agency Program (FDOT LAP, also called the FDOT lab program) is funding a substantial portion of the project — “just under a million dollars,” the director said — and the balance will be funded from the county surtax, according to staff.
Purchasing department staff said an executed contract should be in place within three to four weeks after the contractor provides required bonds and insurance, at which point the city will issue a notice to proceed. City staff estimated a 12‑month construction timeline but cautioned some bridge components must be manufactured, which can affect the schedule.
The item was sponsored as tab D on the agenda. Councilman Charles moved approval; Councilwoman Estime Irvin seconded. The motion passed 5-0. The contract award authorizes the city manager and city attorney to finalize and sign the agreement in the amount specified.
City staff said the project is located between Northeast Second Avenue and Griffin Boulevard and about 1,400 feet south of the existing Northeast 135th Street vehicular bridge. Public works and the purchasing department said the engineer of record and FDOT concurrence supported the recommendation.
The resolution authorizes construction under Invitation for Bids No. 35‑24‑25 and reflects both the FDOT grant and surtax funding as described in the council report.
Less critical details: staff said they will report back to the commission on contract execution and any changes to the schedule; council members pressed staff on the FDOT grant amount and were told the exact FDOT award figure would be provided after the meeting.
