HUTCHINSON COUNTY, Texas — Hutchinson County Constable Hartrecht asked the commissioners on Sept. 9 to approve funds to replace ballistic panels inside her existing outer carrier after she discovered the panels are expiring.
The constable said she purchased the carrier previously and needs only interior ballistic panels and a rifle trauma plate. The quote she presented totals roughly $16,000 for the specialized, female-cut panels and plates. She said the vendor — Armor Express — offers a reimbursement program that can cover up to 50 percent of the cost if the department qualifies, and she will apply for that program.
The constable told the court she had not noticed the panel expiration date sooner and apologized for the timing. Commissioners discussed whether there was money in the current fiscal year's equipment budget and whether the order could meet FY2025 procurement timing. Staff noted shipping and manufacturing lead times for custom panels could delay receipt.
Commissioners agreed to add an additional $1,700 to the constable’s equipment line to allow her to place the order and pursue the reimbursement program; the constable will seek reimbursement and return any offset to county funds as appropriate. The court indicated the panels carry a five-year warranty and the purchase would bring the vest into compliance with safety standards.
No contract was signed at the meeting; staff were directed to record the budget amendment and process the purchase in accordance with county procurement rules and, if awarded, apply the vendor reimbursement to the budget as required.
