Finance Director Sarah presented three short-term borrowing items the council approved to manage cash and hold recent property purchases.
First, the council authorized renewal of the annual tax-anticipation note, at the same $$2 million level used previously, to bridge early-year expenditures (bond and payroll timing) until tax receipts arrive. Second, the council authorized a 12-month short-term note for $600,000 to finance the recently purchased Messenger Building (281 North Main Street) while the city determines longer-term financing. Third, the council renewed a $500,000 short-term note associated with the city-owned lot at 100–120 Federal Street (site work completed and property listed for sale); councilors said proceeds from a sale will retire that note.
