The San Juan County Commission on Aug. 19 tabled consideration of an interlocal agreement under which the county would provide building-inspection services to Monticello City.
Lede: Commissioners said they wanted the county building official present to resolve questions about scope, fees and responsibilities before approving the agreement.
Nut graf: County staff said the draft agreement reflects historical use and a typical annual billing of roughly $6,000 for prior years’ inspections; the building official and two commissioners reported outstanding questions about fee schedules, who performs plan review, and whether the county’s current staffing can meet guaranteed inspection timeframes.
Assistant planning staff summarized the draft: Monticello would use the city’s permit application and the county inspector would perform plan review sign-off and physical inspections; the agreement sets a $6,000 annual billing estimate payable in two installments and allows fee amendments if inspection counts fall outside a 35–75 range.
Concerns and tabling: Commissioner Mon requested the building official be at the table before approval. "I'm requesting that this be tabled till our next meeting until those issues are solved and everybody is," he said on the record. Commissioners noted the building official’s role carries liability for signed inspections and asked for clarity about which office conducts plan review, how fees are calculated and whether the inspector has capacity to meet required timelines.
Action: The commission voted to table the interlocal agreement for two weeks and asked staff to convene a meeting with the county building official, city representatives and county legal staff to resolve outstanding points.
Ending: Staff will return a revised agreement or a response to the outstanding points at the next commission meeting; no county action was taken on the Monticello project pending that review.
